About all you can do is print and write REFUSED on the Schedule B "Seller-Financed Mortgage Interest Statement"  in place of the SSN and sign and mail your tax return.    You cannot e-file without a valid SSN (Note that the payer can be subject to a IRS penalty for failing to provide a SSN when required for a tax return.)
