I submitted both Federal and State tax electronically, which later on got rejected for some reason. I wanted to fix the issue and resubmit but came to know that the file is not there. I made sure to hit save button before closing. At this point I do not know how to retrieve and fix the errors. I paid $25 to submit state efile and not sure what would happen to it, if I chose to resubmit returns via mail this time.

Which desktop software version are you using--the Windows version or the Mac version?
Search your entire computer system for any file ending in *.tax2025 which is the tax data file. Also look in the Recycle Bin. Also search any external device to which you may have backed it up, or any cloud storage you use such as OneDrive.
The default folder for tax data files is the Documents\TurboTax folder, but it might have been saved somewhere else.
If using Windows, and if you have more than one Windows user accounts, log into each one to do the searches.
Whenever a Federal return is rejected, the state return is automatically rejected.
Since your initial attempt at efiling was rejected, your returns are considered not to have been filed.
I was able to retrieve from one drive on a computer, with windows 11, that I used it for. But this time I will be mailing taxes. Please guide me through getting the $25 refund that i originally paid for state efiling.

It's good you finally found the file. So you don't want to attempt the efile of the state return again? If it rejects, you could provide the rejection error code and message in this forum, and someone can likely tell you how to fix it. Or if you don't want to efile the state return, I don't know if you can use the online refund request tool for an efile fee like someone can for the desktop software. Here's how to phone TurboTax Support, and you can discuss it with them. Tell the triage robot you want to speak to an agent about a billing issue.
