How ever after compilation of my state tax I realized that my refund was only $8 so I chose not to file. My question now is will this actions affect me in any way. Am not owing taxes on federal nor state levels.

I would file.  The state might not know you have a $8 refund and think you owe unless you file and tell them.

The requirement to file a tax return does not depend on whether you owe tax or how much your refund is. It depends on your income and other considerations.
