State tax withhold from 1099-R

Federal review shows one error.  It refers to box 14a on the 1099-R form  Says state tax withholdings must not be greater than or equal to gross distribution.  There was no state tax or gross distribution because of Covid tax relief act passed by congress.  When I insert $0.0, the error continues to show up in federal review.  How do I correct so I don't get error statement?

If there is no state tax withheld in box 14, leave Boxes 14-16 empty.

To edit form 1099-R:

• Login to your account.
• Select Federal from the left menu
• Go to Wages and Income then Income and Expenses.
• Scroll down to Retirement Plans and Social Securities. 
• Select Edit/Revisit next to IRA, 401K, Pension Plans (1099-R).
