If there is no state tax withheld in box 14, leave Boxes 14-16 empty.
To edit form 1099-R:
- Login to your account.
- Select Federal from the left menu
- Go to Wages and Income then Income and Expenses.
- Scroll down to Retirement Plans and Social Securities.
- Select Edit/Revisit next to IRA, 401K, Pension Plans (1099-R).
