The State of Wisconsin wants verification of my 1099R from the OMB when I efile my State return via turbotax Deluxe. There is no way to do that in the software of Turbotax Deluxe. All the info is in my efile return but the State can't or won't verify it with OMB. Therefore after waiting for my refund for up to 12 weeks I get a letter from the Wisconsin Dept. of Revenue to either US Mail in a 1099R copy or download it to their letter linked site. This happened with my 2020 and 2021 Wisconsin State return. I contacted the Wisconsin Dept of Revenue today and they said that will happen with 2022's return if I efile it with turbotax.
It's become a waste of money and time to efile my State return through turbotax because of this delay, it's faster to file a paper return.
Can't turbotax include a way to download a 1099R with my turbotax efile to the State of Wisconsin?

It's hard to know what to do in a situation like this. You could poke around and see if one of the other providers has a way to attach a PDF of your OMB CSA- or CSF-1090-R to the WI forms, but I'm somewhat skeptical as to whether WI accepts any PDFs/pictures with their e-file system (someone else may know better)
Options:
1) Certainly, you could still use TTX to prepare your Federal and WI tax returns, and just print mail-file the WI forms and attach the OMB CSA/CSF-1099-R form, along with any other tax forms that show actual WI withholding (even if it was not indicated that it was required to attach that CSA/CSF-1099-R.)
or
2) See if the new TTX 2022 WI software has a way to attach a PDF or picture of that CSA/CSF-1099-R this year. We aren't informed ahead of time of new software updates/options that may be available this year.
or
3) Or take a flyer this year, and e-file the WI form as usual, and after it is electronically accepted (make sure it is "Accepted"), you send in a copy of your actual OMB CSA/CSF-1099-R right away by mail , attaching it to WI Form W-RA. (Be sure to keep the original)

The 2022 Form W-RA isn't up on the WI tax website yet, but you can see what's involved by printing the 2021 form:

You'd use the final checkbox "Other". You'd have to see the new 2022 Form W-RA when it is published, to see if it might include a special box for your exact form...they might if this is a recurring problem for many WI residents. That might speed up your WI "refund" some, or prevent similar future problems like what occurred in the past.
AND.....You might also double check the WI Electronic Filing instructions sheet that you printed out with your prior year WI tax returns to see if TTX actually included (maybe) & told you to mail this in that Form W-RA with the CSA/CSF-1099-R in your prior years...and maybe you just missed seeing it.......I have no idea what shows up myself....I don't have WI software.

i don't live in Wi. however, I did review the filing instructions for 2022. if you mail in your return it would seem the 1099-R is only required if there is withholding. for e-filing there is no mention of having to include a copy of the 1099-R. something is wrong and it's not Turbotax. Contact the WDR see page 11 of instructions

and find out why they need the form. I don't remember seeing other threads where the taxpayer had to send them an actual copy of the 1099-R when they e-filed.

Depending on the state, the employer/trustee may need to send the 1099 forms, along with possible other information, to the state unless the state participates in the Combined Federal/State Filing (CF/SF) program

don't know if Wi participates. if not then the trustee should be filing with the state
however, are you filing before you actually receive the 1099-R. that will cause the problem.

switching return preparers probably won't solve the issue so you need to find out what it is.
I agree with your assessment. I've used Turbotax Deluxe for years without problems until 2020 and 2021 tax years when this problem appeared with the State. I claimed just the standard deduction and efiled. When I received the letter demanding a 1099R copy I called Dept of Revenue and they explained, for both years, that they could not verify my 1099R claimed income without a copy. After talking to them today they said I would have to provide a copy of my 1099R to receive my refund this year too.
I guess that I'll have to file a paper Turbotax copy along with a 1099R via US Mail to get a refund this year.
