So why can't I just e-file my state?

I am not getting a refund from the fed because I am a disabled vet so my fed is 0 but wont let me efile just my state. I have been waiting for over 30 minutes for it to download so i can print and mail. (Printer is low on ink) I don't see why I can;'t just efile the state.

to prevent fraud it is a requirement that in order to e-file state you must either beforehand or at the same time e-file the federal. this is a government requirement, not a Turbotax one.
