W-2G = Gambling Winnings

592-B = Resident and Nonresident Withholding Statement

593 = Real Estate Withholding Statement

1099 = another form(s) that lists income that's reported to you

If Turbo Tax is not letting you e-file, it's possible that you had one of these forms last year.  You'll have to go to all your input screens to Delete anything that was reported last year, but that you do not have this year.

Only thing I can think of is my rental property which is my first year renting out. I did not receive anything for it. Am I suppose to get something from the renter?

You must have something in the program from last year--Turbo Tax wants to make sure you don't forget anything.  Revisit each one of your input screens in both Federal and CA to find out what it is.

When you say last year do you mean 2016 tax return? Is rental property money that I receive consider income even if it is less than what my mortgage payment is for the property?

Yes, I do mean 2016.  Yes, any income you received for your rental is taxable.  Mortgage interest is a valid deduction, so you need to report your rental income as income, and your mortgage interest as an expense.  The IRS doesn't know which is more or less; you have to tell it on your tax returns.

I did not get any paperwork for the rental income, am I suppose to and if so who would send it to me?

Your records will suffice.  Add up any income to report on Schedule E, and take any allowable deductions.  I'll attach a checklist in a few minutes.

So with that schedule e filled out, do I still need to mail in the state return or can i now e-file?

So i am in the section where it is asking, "Was income for this property reported to you on form 1099-MISC?" Is this where the schedule E come in and I just answer "Yes, all of my income for this property was reported to me on Form(s) 1099-MISC" and fill out the schedule E?

If you didn't receive a 1099-MISC, then the answer would be no.  Before that question, though, you should have set your rental up, with an address and answered questions about it.  Once you report all your income and expenses by going through the steps in Turbo Tax, you'll get a Schedule E.  You can even depreciate the rental house.  Turbo Tax walks you through all of it.

I don't know what the rest of your return looks like, but I would say yes.
