I don't see it listed as a city return
You may have seen it to enter as a Itemized deduction on schedule A. Even if Turbo Tax prepared a return for it you would have had to print it out and mail it in with a check. And Turbo Tax never pays any tax due.

...but no, I don't have the Oregon tax forms to see if it is part of the State software package....a quick Online view of the OR-40 itself , I didn't notice that the Portland Arts tax was included anywhere there, but I could have missed it.
You might talk to some other long-time Portland residents/neighbors to see if it does indeed need to be dealt with separately from the main State of Oregon tax return.
The Portland Arts tax is filed separately with the City. We could debate whether or not TurboTax *should* do it, but they don't. it appears that this tax is deductible for Federal purposes, even beyond the $10,000 cap on state and local taxes. However, the next wrinkle is that Turbotax carries that item from the federal worksheet to line 32 of your Oregon return as an estimated tax - which it is *not*. that is a quirk in TurboTax that should be addressed.
If the Portland Arts Tax is deductible somewhere else on OR-40, please advise.
