Should I include Form 1099-NEC to file city taxes to Grand Rapids?

I'm preparing the forms I need to mail for city taxes to Grand Rapids. I did Shipt shopping and received a 1099-NEC from Shipt, should I mail that as well? I also don't see a W-2G or 1099-R form on my tax return file from Turbo Tax but the directions from Turbo Tax say to mail those too. Does everyone get those forms?

In general when you file a tax return by mail you are supposed to include copies of documents that show tax withheld---such as W-2's or 1099's that show that federal or state tax was withheld.  Tax is not withheld on a 1099NEC.
