W-2 and 1099 Information Schedule says cannot e file. What forms are these and why are they not complete?

i have me w2 and it was processed for federal but for state it says can not e file

Several states have a Schedule INC, which reports state income and withholding from federal Forms W-2, 1099G, W-2G, 1099Misc and 1099R.

In certain situations, the state Dept. of Revenue requires that a return be filed on paper. This schedule is generated when you must paper file the return (mail it in)--you will not be able to e-file your return. Schedule INC has not been finalized yet so you will to wait until it becomes final (probably in early February).
