Is she working remotely for a CA employer? Or did she find a different employer in WA? Why do you think she needs to pay CA income tax if she lives and works in WA? Merely having a CA driver's license does not necessarily dictate that she has to pay CA tax on earnings she received in another state. And WA has no state income tax. And..."Texas for a couple of months..." Texas does not have state income tax either.
We need to understand whether your daughter was or will be receiving California-sourced income. It is not at all clear why she had income from TX or why she has a CA driver's license and auto registration.
In addition, you say she will likely live in WA for a year or two....please read the information about the laws in WA pertaining to getting a WA driver's license when you move to WA.

@ihtblzr if she physically worked and lived in WA, she pays state taxes there. sounds like a part year resident for 2023.
What income, if any did she earn while physically working and dliving in CA?
is this a W-2 job or a self-employed? if self-employed , is the "employer" / client in CA?
Careful ... there are rules when you make a move ... a DL needs to be gotten in the new state usually within 30 days ... https://www.dol.wa.gov/moving-washington-wa/moving-washington-get-driver-license#:~:text=You%20have%....
Note to other users of the forum---for some inexplicable reason, the original poster @ihtblzr has removed their question----the question was in regard to a recently divorced daughter who moved to WA---for possibly one or two years, but who had a CA driver's license and auto registration. The OP was asking if their daughter should have CA tax withheld, but had not explained whether daughter's income was CA-sourced, or if daughter's income was sourced from jobs in TX and WA.
@ihtblzr Please do not remove your questions from the forum after you receive replies. The forum can be helpful to other users if you leave your post there and allow others to learn from the post and the subsequent replies. Removing your question makes it confusing and unhelpful to others.
