This is a state issue - Try efiling the federal return and mail the state it'll go through!
If there are no specific errors under where it says Your Transmissions did not go through
then go ahead and Delete state then re add state
or you can try deleting your cookies and cache.

I’ve been over my return with a fine-toothed comb and it still won’t transmit.
Done everything recommended.
