Just go to Federal Taxes->Wages & Income->Interest & Dividends. When you get there, click on "Interest on 1099-INT". Proceed through the interview, and when a bunch of company logos come up offering to import the numbers automagically, just click on "I'll enter it myself". Then enter the name of the IRS and the amount.
Interest from the IRS is like any other interest from a bank or whatever.

I have not seen anything where I can say I will enter it myself. I hit no thanks and I am sent back to the previous form, I see where I can edit or add the interest but when I click nothing happens.
Instead of pressing no thanks, click on "Okay!". Then press Continue. Then on next screen click on "Enter a different way". Then Click on 1099-INT on the screen where it says to select an investment type. Then on the next screen, you will see the option for "Type it in myself"
