TurboTax says I deserve a $31,000 Fed refund but my tax withholdings were less than $8,000.00...could this be correct? Perhaps I made a mistake when I stated witholdings.

Of course it is not correct. Go back to Wages and Income and look again at what you entered. Look for misplaced decimals and extra zeros, transposed numbers, etc. to find your error(s).
