I don't know what you mean by "transition papers."   But if you mean you can't efile due a Minnesota state form in your return that is not yet ready for efiling, they are supposed to become available on Thursday, January 30, 2025, assuming there is no further delay.   You can monitor availability here:

If that's not what you mean by "transition papers," please explain your issue more.
