Healthcare.gov and the TurboTax site clearly indicate form 8962 does not require filing if, for example, someone purchases a health plan on the healthcare exchange and pays the full premiums out of pocket (no APTC) and make too much money to qualify for a PTC. Why then is TurboTax including form 8962 as a required form for filing in such situations?

No, but once a 1095A is entered Turbotax seems to insist on including form 8962 as part of the required forms for filing. This isn't correct in all situations.
How might we get some attention from Intuit on this rather simple-to-correct error so form 8962 is only included for filing when required?
