!!! I was having this same issue and here is my possible solution !!!
I was filing Federal and State and got charged $89 and when I tried filing I got the error message above.
Turbo tax agent had a workaround which was to delete the state tax return and re renter it. Once we did that Turbo tax then said I needed to pay $40 for State return to be filed. Since I had previously paid the $89 I wasn't sure about paying again considering I wasn't even able to e-file. To be safe , we (agent was online with me) filed the federal return first and then once that went through , we went back and filed the state. It prompted for payment and I paid and again taxes were e filed !!!
So perhaps if you are getting this message, it could be because you have not been billed to pay the state return filing fee. Normally turbo tax bills this all together but there was a glitch I think . To be more transparent I filed Turbo Tax Self Employed -$89 for Federal and $40 for State
If this is similar to your situtation maybe deleting the state return and reentering will help as this should prompt you to pay the state return

I can try that again. I only have 2 forms. A normal W2 and then interest from a savings account 1990-INT
I've deleted the State Return, but now it's not factoring in my payment to my State already and is trying to have me pay in the taxes again. Has this been a reoccurring issue with turbo tax this year?
Yes I’m having the same problem. I’ve already paid so it’s telling me I cannot delete anything. Does anyone have a solution for this?

After reading through the posts and thinking back on my own experience, Yeh, I'm filing both fed and state, but was only charged $99 which doesn't include state, so I'm not eligible to file state. Per Intuit/TurboTax, I can't remove state or clear and start over because I've already made a payment. And of course there is no way to go back in and find a "pay" button for the additional $50. I've been in tech, since the 80s, mostly software for the last decade, including software dev at Apple, Adobe and currently PayPal. This is not user error. THIS IS AN INTUIT PROBLEM. There should be no combination of steps that a customer can execute that would result in this situation (inadequate payment). This is also not a lack of forms being released. I already went through that with some of the forms in my return.

none of this has helped me. And now the State return isn't factoring in the State taxes I already paid. Then turbo tax is getting me a late tax penalty and I've gone from owing 4 dollars to almost 2800. This is supposed to be my easiest year with only earning income in one state, no renting, and not having any side income and it's turning out to be the most difficult by far. I can't start over now since I've scheduled a payment to the IRS for the 15th and I'm unable to fix my State return to give me the credit on state taxes already paid.
I'm honesty looking for different online tax sites now as this is quite frustrating.
Adding to my previous post: I was able to find (thanks to other posts) how to delete and re-do State. Interesting that it asked me a couple of questions that it didn't before. after re-doing state, it asked for the additional $50 and I was able to file.
So I decided going the H&R block route. Just had to go through the hassle of settings things up and fishing out my old return from 2019. They I ended up getting about 8 dollars less than what Turbo Tax did on the first try. But there was no issues submitting and the state tax credit never disappeared.
But then when you go delete state and add back, it wants another payment... so now my only option is to stay on hold with customer service.... 1.5hour wait. This is RIDICULOUS!
Thank you for the information. My return is efiled after I remove and redo the state return and pay the additional fee for state.
