Why am I now paying my W-2 Instead of receiving

By "paying my W-2" do you mean you have tax due?  That can happen if you did not have enough tax withheld from your pay during the year.  If your Form 1040 shows an amount on line 23, then owe the IRS and need to pay by April 15, 2020.   Or if you owe your state, you need to pay the state.  It is important to really look over your actual tax returns to understand what they say.
