Yes, The IRS is still finalizing more tax forms. The form 8915 (Qualified 2016 Disaster Retirement Plan Distribution and Repayment) is not finalized yet. You file form 8915 if you were adversely affected by a 2016 disaster and received a distribution that qualifies for a favorable tax treatment.

Unfortunately, the IRS has not yet finalized & released Form 8915-E. Additionally, they haven't provided a tentative release date for this form.

If you are under age 59 1/2, the distribution from the retirement plans and IRAs is considered as an early withdrawal. Generally, you will pay both regular tax plus an additional 10% penalty of your entire distribution unless you met certain criteria. Due to the CARES Act, if your retirement distribution is related the Covid-19, you will not be liable for this additional penalty. You will still pay the normal taxes like your wages and income. I just saw on the IRS site that 8915-E will not be ready for e-file and they indicated uploading a PDF of the form or alternately filling out a form. Will Turbo Tax be making this available so people can e-file?
Typically, most attachments cannot be e-filed; however the IRS has not yet released the final version of the form yet.

This form has not been finalized by the IRS for filing with a 2020 federal tax return. The IRS has not announced when this form will be available. Once available it will be included in the TurboTax software.
We estimate the form may be available sometime in February.
So if I have the deluxe version online software and everything loaded in ready to go. I can then go back to find this form once updated and complete my taxes on my own still?
Yes, once the form is available, you will be able to use the Deluxe online version of TurboTax to complete your taxes.
Thanks! Any word on e-filing with this form then? Will I will be able to file electronically through Turbo Tax after I go through everything again (once this form is updated? I withdrew about 12 K and want to spread it out plus avoid the 10% withdrawal fee.
You will be able to waive the penalty and spread the ordinary tax over the 3 years. However, the only timeline we know for sure is that it will be after 02/24. Also, we are unsure about e-filing capability as of now. Some 8915 forms (A, B, and C) are not supported for e-filing. But that may not be the case for the 8915-E; we are still waiting on the IRS to finalize the form. @Matt94
I just read the following on the IRS website. 2/11/2021
Because Form 8915-E is new and impacted by recent legislation, it has not been enabled in XML for e-filing, and e-filed returns are to include an attached PDF of Form 8915-E. As an alternative to attaching a PDF of Form 8915-E, to increase e-filing and reduce paper filing, software providers may instead include with the e-filed return a general dependency statement that includes all the information requested on Form 8915-E if they have issues with attaching a PDF. Such a statement should look similar to the following.
