@DoninGA left a great suggestion to change your MD e-file to mail or I'm not ready, that way you can still efile your Fed return, when the IRS accepts the federal return you can then come back to TurboTax and change the state filing method back to e-file and see if the form is available then.
Hope this helps you because it definitely helped me as I just did it and have filed my Fed taxes just now.
This does not work if you have already paid
I went on and sent my fed in Since i couldn't send both in at the same time
This is highly inconvenient and complete disruption to taxpayers.
Please resolve this issue ASAP. It's incredibly problematic for me.

I spoke with a TT rep on 02/08/22 and the Rep told me Form 8582 was updated by the IRS. We are waiting for TT to update it's software. I don't understand how it could be this difficult to update a routine form!

I feel your pain, but the fix does work. Yes it is inconvenient, but it's better than waiting for TT to fix the issue so you can file both returns at the same time.

I prepaid a week ago, and it worked for me today. You have to go back the filing method page and select "File by Mail". This will give you the options of filing federal by efile now and filing your State later.
It's February 9th and this form still says it's not ready, and it's the only thing keeping me back from filing my taxes when will this be fixed this is frustrating. & ridiculous.
Thanks all for your insight. The good news is I eFiled federal. Let me elaborate a bit on how it works on the online version, because it wasn't totally intuitive. FYI I already paid for eFiling both Feds and State.
-Get to the point where it asks if you want to file by mail. Click on File by Mail.
-Don't worry... clicking this doesn't really do anything... it takes you to a screen where you have Fed and State listed separately and you have the option of eFile, File by Mail or Wait and File Later separately for each.
-I clicked eFile for Federal and it took me through those steps like normal and my Federal was eFiled. About two hours later it was "Accepted" by the IRS.
- The MD state return is still sitting there waiting for this issue to be resolved, or for me to take another route.
Not perfect but my larger Federal refund is in the works now so that s good. Thanks again everyone for their help!
When I try to file separately turbo want me to delete my state there was no option to leave the state for later when I click on file separately it wanted me to delete state and continue with federal which I didn’t want to delete state I want to leave it tell they resolve the problem

This is the same problem I have. I already paid and it was rejected due to the wrong agi number since I amended last year. 😩
