A 2019 tax return can be filed after January 1, 2020 provided that all the forms and schedules that are part of your tax return have been finalized.

The IRS will not be accepting any type of 2019 tax return until January 15, 2019.

I have completed my 2019 federal and state return but TurboTax online will not let me file it yet. It says intuit is not accepting returns yet. When will they start accepting them?

Should be latter in the day. E-filing now just means your tax return will be sitting on the TurboTax servers until the IRS opens there systems to 2019 tax returns, which may be late in January.  So if you e-file now and then need to make a change to your tax return, you will not be able to.
