What if there isn’t a state identification number for box 10b on my 1099 G form ?

If there is no state identification number in box 10B, use the federal Identification number.

The only number that is being on this form is the TIN number ... is that the number I need to put ?

Yes, a TIN (Tax Identification Number) would be the same as a state identification number.
