What are you trying to do? The 1040 is the form you are filling out to send to the IRS. You enter any W2 and 1099 forms into the 1040.
Why does it matter whether your mother has a 1040? Are you working on your mother's tax return or your own tax return? We can't see your screen. Is TurboTax asking about your mother's 1040? What topic or section of TurboTax are you in, and what is the complete exact question it is asking you?
Is this related to "kiddie tax" (child's income, Form 8615)?
What do you mean when you say your mother doesn't "have" a 1040? Do you mean that she did not file a tax return, and will not file one? If that's what you mean, why does she not file a tax return?
