TurboTax lets me classify my 24 year old as a dependent. Why?

Answering the questions by TurboTax for tax year 2019: my son was 24 at the end of the year, was a full time student, earned less than $1000, was not disabled. I thought he'd be too old to be claimed a dependent, but TurboTax is letting me classify him as so. The 1040 instructions suggest that I can't do this. We do pay for over half his living expenses and he lives with us. Did the tax rules change recently?

You can claim him as a other qualifying dependent since he made less than $4,200.

Thanks. The key is 'Other'. Per your link 'Qualifying relative'. I was getting hung up on 'Qualifying Child' requirements.
