2210 is pretty tricky to fill out manually.
Better to check the box asking the IRS to calculate your penalty and bill you.
While I appreciate your advice, if I fill out the form correctly, I would not owe a penalty due to phasing of income and estimated tax payments on top of regular withholding amounts.
Then you might want to wait until the 2210 is available on or after 2/25/2021 and can complete it yourself in your updated software and e-file it yourself.
It’s the 25th. When is this form going to be available. I cannot file my taxes over a 10 dollar penalty
I checked and the form 2210 is available for TurboTax Online see below:

First do the latest update before the return is brought up. Form 2210 may be updated in the "forms". Make sure you have the latest updates and follow their instructions to manually update if for some reason the 2210 still not updated.
If you still cannot e-file then verify what you error is because it states that it is available.
You can delete the form and file your return and allow the IRS to Bill you for the $10. No additional interest should be charged.
