Suggesting we print and mail in our 1041 returns is not a solution to a software problem that Intuit has failed to fix.
I had the same problem today (3/15/26) and was finally able to transmit the Federal Return (form 1041) but the California Fiduciary Return (form 541) still fails transmitting with the Error Code 54, even after trying all recommended fixes (installing the TurboTax Business 2025 Super Patch; restarting Windows; clearing the browser cache; etc.). I've got the same problem in both Windows 11 and Windows 10 (where it is still OK to use TT Business 2025). Intuit, is there another possible fix in the works specifically for California Form 541 transmission failures?

Done all that. The error is the handshake between TurboTax and the California Franchise Tax board. Intuit needs to fix it.
I'm in the same boat as most of these users. This is NOT acceptable. I would not be using TurboTax for the 1041 if it wasn't for the fact that tax accountants overcharge for my relatively simple taks of creating a K-1 from my trust for my 1040. Frankly, this year's version is even worse than it has been in the past. I had to override several entries where steps were necessary in the step by step but overlooked. Forinstance, I kept getting the allocation to beneficiaries at some percentage other than 100% for just one benefactor (myself) and finding the total for my income via forms to distribute. The step by step seemed to assume a number that skipped dividends. I could go on, but frankly I'm too mad about the fact I can't even file because of this software glitch.
We really should be given our money back for the time wasted on this issue. I've spent WAY more time than can be expected.
I agree that the TurboTax Business software this year is very bad. I'll be looking for an alternate for next year. I paid for the software and also $25 to e-file the state of California 541 (associated with the Federal 1041). It doesn't work.
I will try these steps tonight when I get back home, but I want it recorded that having the users go through all these steps without really solving the problem with the software itself is not adequate. Frankly, I think the TurboTax Business product, especially when it's regarding trusts and the minimum required usage to file a 1041 to the IRS, should be 'easy' money for Intuit. Another words, the lack of adequate software support on this product shows that the company is essentially fleecing us while we struggle to get our taxes filed.
You shouldn't be making a dime on this product UNTIL we get our taxes filed, not before you deliver the initial software package to us. Maybe then, the company would make a serious effort to fix this problem and not give us 10+ troubleshooting steps every time with ask for help. The longer we wait for adequate answers that solve the problem, the more upset and dissatisfied we become.
I agree with all of the frustrations. TurboTax should fix this problem. Is the only solution to print and mail?
I agree, I don't work for TT though, just trying to help with best solutions I know.
vpn's and anti-virus off (check history of your pc protection, as seems a number are blocking TT hence why I said turn it off first, even Windows Defender needs to allow TT products through including print and save it seems, these are issues with the antivirus, not TT). Do this and uninstall and reinstall has worked for most.

This was for a Trust filing.
I was able to efile my federal form 1041 once I de-selected State efiling.
After two days, I still cannot efile my California 541 and I receive Error Code 54. California has an automatic extension for everyone, and this form does not have a tax due, but I have wasted hours on this. At a minimum, Turbo Tax should send a status report to purchasers of California taxes about when they expect to have this fixed, rather than giving a "things to do list" which does not help and creates more wasted time.
California trust tax forms (FTB Form 541) are often delayed in tax software, showing as "not finalized" or "pending" early in the season. If e-filing fails, trustees may need to file by mail. Key deadlines can be met by filing an extension (FTB 3563) to avoid late penalties if a payment is needed. Yes you can choose not to efile CA and file Fed only, then file the CA by mail unless you want to wait till 541 is finalized to efile.

I appreciate the attempts to help in your posts but I'm sorry, we didn't pay for this software so we can print part of our returns and wait in a post office to send it out through certified mail.
Good News! Just decided to randomly start the program and try again before I mailed it in and e-file for CA 541 just went through! Go ahead and try it now.

I've been having this issue as well until now. Just tried it again and it did indeed work (at least it looks that way).
No idea what changed on Intuit's end, but I'm glad it's sorted.
I tried to efile California again today it appears to have gone through and I did not get the error!!
Hopefully I will soon receive the confirmation that it was received. Guessing that either TurboTax or California fixed something. I do think that advising people to uninstall and then reinstall TurboTax (or print and mail) is irresponsible and a terrible recommendation to fix this problem. That is totally time consuming and will not do anything. Thanks to the poster @user17736315102 that pointed me towards efiling the Federal return only.
