I called this issue into the support line. The person elevated it to a supervisor level after several minutes of various holds. I recommended that they review this chain in the community as well as the IRS rules for 2022. Supposedly I will get a call back from the supervisor in the next day or two. There has to be a way to get this fixed as it should work exactly like it did for 2021 and not limit at the 400% level.

Thanks for the FYI. NY, where I live, has it's own website, so I cannot use Healthcare.gov. Last year, I received my 1095A on 1/24/22.
We all need to get notifying TT that form 8962 is not calculating right. Fight the good fight!
There is no fix from TT for this form as of this afternoon on my copy which is Windows Desktop Deluxe with 1 state. If anyone is using a different version or a Mac version and it works, please let us all know.

FYI: My state also has its own exchange so the official 1095-A wont be released till 1/31/2023.
However. in the meantime, you can calculate the 3 columns. Find the paperwork for when you enrolled.
It will have the full premium amount, the SLCSP in your area, and your Adv Premium Tax credit.
You can also log into your local exchange and find those figures.
That response doesn't appear to be smarter than the program, as it isn't related to the issue.
I was responding to people that dont have their 1095-A forms yet and think they have to wait.
You can get the figures, and then try with the 2021 version.
I reported this about a week ago and they said they would call me, never did. I complained again on their FB site, they said the form wasn't ready. But TurboTax forms says it is. I can't even get them to acknowledge there is an issue. Today they say they are looking at it.

I am not ultra-hopeful. Got an email for survey on how the rep did and it had noted in the subject line "case closed". We'll see if I get a call. All we can do is try!
Case closed is SOP. It just means that person you talked to closed your conversation and not that the issue was not pushed up the chain.
If you want to calculate your PTC/repayment amount for the purpose of paying estimated taxes, I found a free Excel 1040 spreadsheet for 2022 that includes form 8962 and it works correctly if your MAGI is over 400% of PL.
Good to know that. I did think the lady I was speaking with got the issue...again fingers crossed.
