Unfortunately that did not work for me and I was still unable to select the state download.
This is an application defect and TT needs to own it and correct it.
The screen resolution suggestion still does not work.

turbo tax will not install fails on activation
I have the issue and the latest updates for my video card. This is not the problem for most users with this problem. I'm on a new Thinkpad with Windows 11 installed. I tried all the resolution tricks and nothing solves the issue. I tried on my three year old laptop with Windows 10 and everything worked fine there. So this is something to do with Windows 11. I'm appalled that a company would allow software on the market that users cannot activate and depending on where you purchased it you can't even get a refund.

Sorry you're having such trouble activating. I'll tell you how to contact TurboTax Support below at the end of this posting so you can tell them how much trouble you are having with their product and ask for their assistance.
Also be aware that you can indeed get a product refund, if desired--if not from the original retailer then from Intuit. For the desktop software there is a 60-day unconditional satisfaction guarantee, and TurboTax will offer a refund for desktop software in that time window no matter where you bought it. What is Intuit's position on this software flaw? Are they going to fix it? Can we expect the same problem with 2022 TT? I strongly suggest the Intuit management get ahead of this before they suffer material brand degradation.
Every time there is a new OS there are always bugs to be worked out ... usually takes a few weeks so this will eventually be fixed.
What is an 800X600 solution?
Are you using Windows? If so, a blank, partially-blank, or missing activation screen may be related to either a screen resolution or scaling problem in your Windows settings.
In Windows 10 to get to the scaling or resolution settings click the Windows start button in lower left corner, then choose Settings (gear icon), then System, then Display. Or for a shortcut, you may be able to simply right-click on an empty area of the main Windows desktop monitor screen (not the TurboTax program screen) and in the popup menu choose "Display settings".
NOTE: After you change the scaling or resolution setting as discussed below, you may need to close and relaunch TurboTax for the change to take place in that activation window.
First try the scaling setting. In your Windows Settings do you have scale set to a higher value than the normal 100%? If so, change it back to 100%. Once the license code is entered and activated, you can later change your scaling setting back like it was.
If lowering the scaling to 100% didn't help, then it may be screen resolution. Try a lower screen resolution such as 800x600. If that doesn't work, then try 1024x768. If still not working, then gradually increase the screen resolution to the next level. Once you get the license activated, you can revert your resolution setting back like it was.
that's "resolution" for your monitor. probably the minimum to be able to use the current operating system.
for just about all modern monitors that would be an absolute minimum
for windows
right click on any blank space on the desktop
a new window opens with an option for display settings
click on it
another window will open and there will be a box showing the display resolution
that's a drop-down box that will allow you to change the resolution if desired.
It's outrageous that we should be having this conversation. This issue has been around for a year impacting hundreds if not thousands of users. Perhaps they have finally fixed the original problem (?) but now have a new one with W11.

Thanks midnight Brewed, unfortunately that isn't the solution either. At least for me. Webclient was already running on my laptop but I changed the setting to automatic anyway and rebooted. Then downloaded Turbo tax again. It appears to install but still unable to open, same as before.
Did you maybe change anything else beside the Webclient setting you mentioned?
I did try different resolutions but it was back to the default when it started to work. This is so strange....
The Intel update site is very good.... much beter than Dell or Microsoft.
I did update my Intel display driver... I thought it did not change with the update but I just checked and it now hows the new version. So maybe that did it
