I have the same issue. I also opened a question about this issue about 45 minutes ago: Virginia Individual Form 8582 Passive Activity Loss Limitation form not available. I will follow your post, so if I hear anything I will let you know.
Great! Thank you!
Still no go. I have 2 other folks following my post that are having the same issue. I have been using TurboTax for over 25 years .... this is the worst I have ever had with them.
I called on Sunday and "Maggie" told me the form would be available by the end of the week. So...fingers crossed.
I will continue to check each day, let's hope "Maggie" knows what they are talking about.
Thank you for sharing this information. Our team is working to resolve the error message for Form 8582 Passive Activity Loss Limitations during Review of state returns and expects to have this updated by March 3rd. Please try your return in Review on or after March 4th.
If the federal forms are all finalized and it is ready to e-file, you can choose to file just the federal return at this time, then come back when your state forms are ready and e-file that return.
Note, if you don't e-file them together, you do have to wait until the federal is accepted before you can e-file the state. Sometimes this takes a day or even two. Here is a TurboTax Help article with directions for when you return to file your state return.

@nbr81 I want to give you an update from my end: I applied the latest update from TT on Sunday, 2/27, and at least the application is saying I will be able to e-file my state on 3-3. Hopefully, that is true as the information coming from TT has not been very reliable so far concerning this issue. I did go ahead and e-file my federal without my VA state. This was not my preferred way of doing it, but TT support has suggested doing it to several people. In the past, this was not an option. I will update you after 3-3 to see what happens.
@TeresaM - I was able to file my VA return after the 3/3 update. Because I did not file before the end of Feb it cost an extra $5. It would have been nice for TT to extend the discount period since it was TT's fault I could not file.
