TT 2021 Activation code when updating

After update 11/18/21 Tubotax  Desktop Application (Windows) asks for License code to be activated. It was activated when originally installed. Entering the code again activates the program. Thought this was a problem with TT2020 last year also.

I discovered that the activation code on installation and after a TTAX installation or TTAX update wont work if NortonSecureVPN is active.  Shutting it down solves the problem.
