Trouble with Installing VA State for TurboTax 2023 Desktop

Well it's  Feb 6 and my TT deluxe wants to charge me for a Virginia state download. (should have been included in the deluxe version). Though it might zero out the $40 if I proceeded . I didn't risk it and backed out.  Gives me a download error.  Im not sure how to proceed .  Suggestions anyone

Download, if charged, call Customer Service.  They reversed my $40 charge within 2 days.

I also have same problem with California State. It just keep cycling through downloading state forms and software update completed, but never allows me to start state return.

For downloading issues:

• Check internet connection. Hardwired connections work best.
• Try clearing your cache and cookies
• Reboot computer

Another user reported these steps solved the downloading issue:

1. Close TurboTax
2. Re-open and register the product 
3. Download the state at the end of the federal review.
4. Selected state and it downloaded
