IRS periodically changes box numbers on the tax reporting documents from year to year to either add or take away boxes of information to be reported. This can be evident in comparing the blank tax documents from various years.
For example, per IRS.gov, box 13 of the 1099-R for 2019 is reporting the state ID # and box 15 is showing local tax withheld. When looking at the 2020 tax form, box 13 is reporting the date of payment information with box 15 showing the state ID box.

Please verify the tax year reported on your copy of the 1099R to determine whether it is to be reported on the 2019 or other year return or the 2020 individual income tax return and report it only on the applicable tax year return.
Yes, verification of the headings in each of the input boxes in the software are an excellent method of determining that you are inputting the tax reporting document in the correct year of the tax software since the boxes often have IRS changes in them from year to year,
I am doing 2020 tax year. Why is Turbo Tax referring to tax year 2019 form line numbers? It should be, and I believe it is, requesting verification of those line items for 2020. So why does it request verification of tax year 2019 form line numbers? Just fix this or clarify which tax year line numbers are being referred to.
Yes, it is very confusing. You are currently asking to verify items I have no idea what they are as they do not appear on the current 1099. What, if anything I should put in the box? Confusing, a potential mess as I have at least 10 1099's. Please correct your query to match the 2020 1099's we are receiving. Thank you.
The 1099-R input screens in TurboTax do match the 2020 Form 1099R. If you are using the download version of TurboTax, please make sure you have downloaded any available updates. To get updates please follow these steps:
Seriously? Turbo Tax doesn't give me much choice about updating. If there are updates available, it automatically updates whenever I start it. So look a little deeper into the problem, please.

I have the same issue. The "Smart Check" function wants state information in Box 13 - as per 2019 forms. I have done an update and the problem still persists on both the Fed and State "smart checks". Do I just ignore the attempts to fix the return filing??

YES. there is a "follow-up" verification page for 1099-R forms that transferred in from last year's tax files, that mis-numbers the boxes on the verification page. It's been reported, and investigated for corrections....some week and I don't know when it will happen.
In the meantime, just the text box numbers on the verification page are wrong, but the "subject" of each box does match what you need to verify....then you can check the box at the bottom of the page to indicate that you agree....or, if you are uncomfortable doing this, you can edit that 1099-R every Friday, until the correct box numbers appear (software updates happen on Wed and Thurs evenings...so checking more often is useless)
But , once you check that verification box, that page will no longer appear on the subsequent run-thru's.

Note also, that the box 16 value may be empty on your actual 1099-R, but the software may back-fill the State distribution amount with (usually) the box 2a value...or the federally taxable amount of box 1 if box 2a is "empty" or "unknown".....but that depends on which state software is also involved.

This still seems to be problem - any idea when Turbotax will be updated to reflect the correct line numbers in the verification box?
In the desktop software...all those boxes have been corrected IFFFFF ...if you have updated your software to the current rev19.
(for NY residents, there was a review error page that complained about the value in box 12a, when it should have indicated 14 or 14a....I have no idea if that one was corrected, since I don't use NY )

Thank you for the response. I'm using the online version and have a CSA 1099-R. Input screen matches the CSA 1099-R boxes, but the numbers show up in different boxes in the verification box. Do I have to delete everything and start over to get the correct verification box?
No...that's OK for that situation where you entered the CSA-boxes into a software CSA-1099-R form that shows the proper box numbers for the main part of the CSA interview...
.....For the verifications screen...the tax software moves the CSA-1099-R boxes into the places it needs them on a "worksheet"....but that's just on a background worksheet. For that, just verify that the amounts and numbers in the boxes match what the title of the box is. (The verification box 16 (your CSA-1099-R box 14) is usually the same as box 2a, or the federally-taxable amount of box 1 if box 2a is empty. The state distribution amount is rarely zero, even if it is empty on your actual form.
