The federal tax refund and the state tax refund are processed by totally separate tax authorities. So, you will receive each refund separately.
I am from NC and just got the same message. I have reached out to Turbo Tax too hoping to receive immediate assistance.

The North Carolina Individual Income Tax Return Form D-400 is not yet available for e-filing. It is estimated to be available on 02/24/2022
Go to this TurboTax website for North Carolina state forms availability - https://care-cdn.prodsupportsite.a.intuit.com/forms-availability/turbotax_nc_online_individual.html
If you want to e-file your federal tax return now then change how you file the NC state return. This assumes that all of the forms and schedules included in your federal tax return are available for e-filing.
If using the TurboTax online editions click on File on the left side of the online program screen. On Step 3 of the File section click on Start or Revisit. Select the button File by Mail. Then change the filing status of the state return.
After the federal return is e-filed and accepted by the IRS you can e-file the state return when it is available for e-filing. Just use the same procedure and change the state return back to e-filing.
I got the same email. Tried to file again today and can't! This is so frustrating!
I'm in NC as well and keep getting the same message. Maybe it's because they aren't accepting them until the end of the month... who knows...it is really frustrating
EVERYONE: The form you're waiting for is expected to be available on 2/24/22. Wait until that date to attempt to e-file your NC state form.
Why am I receiving an error message when I try to e-file my NC state return?
The North Carolina Department of Revenue (NCDOR) issued an update on the opening of the 2022 tax season Monday.
Officials say tax law changes included in 2021’s budget delayed the Department of Revenue’s (DOR) finalization of tax forms, updates for tax systems, and approval of tax preparation software."
The article further explains that the state has an estimated date of February 28th that they can begin to process tax returns.
Have you gotten a response? I'm in NC and have the same issue. I called them and they transferred me to "tech" which was then just a recording to upgrade to premier live.
So any advice would be greatly appreciated
