I’m having the same issue. I received the email stating it was ready. But got the “Tax Year 2021 transmissions are not available.” I spoke to a person but they didn’t know what was going on either. Nor did their supervisor for that matter. They just told me to check it at the end of the month.

I called and talked to someone today. They had me remove the NC state filing and I was able to file Federal successfully. She said because NC forms won’t be ready until last week in February it was causing a problem sending Federal.

I have never had this problem before today. I did call and wait for a short time before someone responded by a return call.
So, I told TurboTax what I had done tonight. Changed from email both Federal and NC state to just email Federal. I went back to change it to mail instead of email. I went to the next screen where I was given a choice to mail or email the Federal and to mail or email the NC state. I selected mail the NC state, then filed my Federal with no problem.
I have been a TurboTax customer since back in around 1998 and have used HR Block and TurboTax. I, years ago stopped using HRBlock, but still going strong with TurboTax!

This worked to get Federal Filed and working. Thank you. I just selected to file state later and it let me file Federal separately. Thanks a lot

Some NC forms (including the main Form D-400) are not yet finalized and available for efiling. Projected availability date is 2/24/2022, according to the availability tables:

If that's your situation, and if you wish, you can efile the Federal return now (if all your Fed forms are available) and efile the state return later. To do that, you would need to temporarily change the filing method for the state return and tell TurboTax that you intend to "mail" the state return. Then when the state forms are available you can switch the method back to efile.
I keep getting this same error message. I'm filing for Federal, SC, and NC. I understood when I read the form wasn't available for NC, so I tried to just file my Fed and SC....same error. Then I tried Fed by itself, and I'm still getting the same error. I've tried this very day since Saturday...
Got same error and also from NC. NC is not ready to accept returns. Delete your state return and file just your federal. You will have to file state when NC is ready to accept. Once state was deleted, federal return can be efiled.
