Answering "No" to the questions dis not work for me. Clearing the checked boxes of questions in the 8915 worksheet did. Below are the steps:
- Go to Forms and search for "8915E Wks " (this is Form 8915F worksheet)
- See if there were any boxes checked.
- Uncheck these boxes of questions, i.e., "... related to disaster.... ,
This will clear the 8915F form as @tggrinshpon have written.
Did you delete form 8915E and worksheets and reenter the 1099-R? If not, follow these steps provided by DanaB27:

Its April 7 and Im still having this issue. I tried the suggestions in this thread and so far nothings has worked. Any new ideas on how to address this issue? What is Intuits official response?

Just go to forms, find it and delect the first 8915??? delete it. Should away. spent more time on this problem than it took to do the whole tax return. Not happy!
In Forms (click Forms), find the worksheet, "8915E Wks "
Uncheck box C (if it was checked), "if you received any distribution in 2022 related to a disaster that occurred in 2021 or 2022. Check this box."
This cleared the error for me.
I had this issue as well. I did all the things. Saved, reloaded, shut down, cleared cache. Nothing would keep those boxes checked "no" (regarding me taking a disaster distribution). I spent over an hour on the phone with tech support, and the end solution was to just start over. BUT, while on hold with them, I noticed the Forms tab at the top (outside of the return itself). I opened that, found the return, and there was an exclamation point on the form that was "missing information". I went a few lines above that form, to the start of the Disaster Distribution category, and low and behold, there was a box checked that I had taken distributions. I unchecked it, the "missing form" disappeared, and the error cleared. Hope it helps!
This glitch doesn't seem to be corrected. This doesn't apply to me and I keep clicking on No since it seems to disappear each time I go back to the questions. I need to file my taxes and I'm working on the downloaded turbo tax software. I have also ran the latest updates with no luck getting this corrected. Is there a way to bypass or delete this form?
Try going to the Forms folder at the top of the portal (outside of the actual return you are working on). It should open up your actual working tax document and there most likely will be a flag at the disaster distribution pages, that is "missing information". Go to the top of that section, and scroll down until you find a box checked that you took distributions for previous years. If you unchecked it, the unfinished pages will disappear and the return will be able to proceed forward, escaping the loop.

I have tried everything. I even tried deleting my 1099-R and filing without it and it still won't let me continue without the 8915-F. I DO NOT need the 8915-F I did not experience a disaster. The 'NO' box is check with that question and I am still unable to continue. What's the next step without having to file an extension??? NEED AN ANSWER ASAP!
