SSI

SSI is non-taxable income.   Therefore, since there is not income tax charged on it, there is not credits for children to apply against it on the 2022 tax return.

For the 2021 tax return however, It means that you do not need any income or need to owe any tax in 2021 to receive the full amount of the Child Tax Credit for which you are eligible.

This provision expired at the end of 2021.  There is no refundable tax credit for 2022.

From the Social Security Blog  Tax Season: What To Know If You Get Social Security or Supplemental Security Income for filing a return for 2021 tax year:  

Am I eligible for the CTC if I get Social Security or SSI?

Yes, if you meet the qualifying rules of the CTC. You can claim this credit from the Internal Revenue Service (IRS) based on each of your qualifying children, even if you get Social Security or SSI and don’t normally file a tax return. You also may have received up to half of your credit through advance monthly CTC payments made by the IRS from July to December 2021. For more information about advance monthly CTC payments, you can visit ChildTaxCredit.gov and the IRS 2021 CTC and Advance CTC Payments Frequently Asked Questions.

 

The TurboTax article Child Tax Credit  lists the requirements for claiming the Child Tax Credit (CTC) and Additional Child Tax Credit (ACTC) for tax years 2022, 2021, 2020.

Let me add additional information to my answer:

There is a refundable CTC for 2022 (it's the $1400 Additional Child Tax Credit)... but you do not qualify for the credit because the ACTC requires earned income. That exception, to claim refundable CTC without earned income did expire at the end of 2021.
