To clarify, are you a full-year resident of Ohio?

yes lived in ohio work in ohio . full year  school tax is always owed

Not all forms are ready, including SD. Please check forms availability here. Select online, Windows, or Macintosh from the drop down menu. Whenever the federal and states change a form, we have to as well. This happens throughout tax season.

Thank you for the link, but it looks like looking at the link and below it  shows sd 100 show as ready?  Can you verify?

Here is an answer from one of our Community Champs @Hal_Al 

It is a few years old, but might still be relevant for you:

 

“The school district tax form, SD 100, is not prepared automatically, in TurboTax. You needed to initiate it. First check your list of state forms to see if the SD100 and SD40P (payment voucher) are there. If not, a school district return was not prepared.

If it was, usually  the School District return  is e-filed with the state return, but there are exceptions. Read the Ohio "filing instructions" that TurboTax prepares, They will tell you if the SD100 was e-filed or if you have to mail it. Mail your payment with the SD40P.

To prepare the SD100:

At the screen, in the Ohio program, titled  "A few things before we wrap up your state taxes"
      scroll down to School District taxes. 
Or later at the screen  "Your 2014 Ohio Taxes are ready for us to check"
    -Click Other situations
    -Scroll down to School District taxes. “

There's a glitch.  You may need to wait for an update from TT.  There is a major redesign of the SD interview from last year.
