Schwab "Form 1099 Composite" does not upload to TT

The "Composite" has the subset 1099 files but the Composite itself is not readable. I have tried importing this 3x and I still get an error message blaming it on Schwab 'account settings,' but it is simply a "Composite" that TT is unable to apparently accept.

If you are using TurboTax Online, try importing using a different browser. Make sure any VPN or Anvi-Virus is turned off.
