Refund Issues

I worked full time in 2021 and I have received my federal tax return, but have heard nothing of my CA federal tax return. I filed on march 16 is there a certain problem as to why it is taking longer that usual. I have tried calling Tax offices in my area as well as the IRS and both always state, "Due to the high volume of calls we cannot take your call." I've tried everything i can possibly think of and have not been able  reach them. I filed electronically and filed for direct deposit. Both the CA fedreal tax and the federal tax return accepted my tax return and they have not sent anything to my bank account or to through mail. What can I do

Federal and state refunds come from completely separate entities,  There is no rule as to which one will come first or how much time there will be between their arrivals.
