I purchased Turbotax Home & Business 2021 PC version from amazon. They sent me the license code so I went to the cd/download section to enter my license & download the software & it won't work. What am I doing wrong?

You went to "the cd/download section" on what web site? If you purchased from Amazon you have to download it from Amazon, not from the TurboTax web site. Look at your order confirmation or on the Amazon web site for download instructions. If the download from Amazon doesn't work, you have to contact Amazon for help. We can't help you with an Amazon download.
In the email that Amazon sends you, there is a section that says, "How to redeem this item." Just below that (not the next line, but within the next 3 -- on the email they sent me anyway), there is a line that says, "Step 1." That line contains some text in blue that says, "Digital games and software". When you click on this link, it takes you to Amazon. Amazon may make you log in, but then it will take you to the place where you can download the software from.
After downloading the software, open This PC or File Explorer. For clarity, let's say you used This PC. In This PC, navigate to the place where you downloaded the software to. Once you locate the software, double-click on the file you want to run.
After installing the software, when you start up TurboTax, somewhere in the process (I don't remember exactly where), it will ask you for the license.
In my case, I had purchased Deluxe from Amazon, installed it, started using it, and later discovered that I needed Premier. At the time, I didn't know that you could upgrade from within TurboTax... So I purchased a new full version of Premier from Amazon, and I was trying to manually install the new version. I uninstalled Deluxe, and then installed Premier. When I started up TurboTax, it kept identifying as Deluxe. After some uninstall/reinstall iterations, I discovered, on the Menu bar, under Help, an option to Activate product, and it had my new version. Going through the Activate dialog, it had me supply the new license. After that, it had me restart TurboTax, and then TurboTax identified as the new version I had purchased.
Thank you for this tip about activating the new product via the help menu. I was going in circles uninstalling and reinstalling the new version and I could not find any solutions. You have preserved my sanity!

@geojenc2000 Why did you need to get Premier? You could have stayed on Deluxe. All the Desktop programs have the same forms. You just get more help and guidance in the higher versions.
I sold some land last year, and received a downpayment and will continute to receive installments until the total sale amount is paid off. When I got into that part (Capital Gains) and answered the "interview questions", Deluxe told me that I needed Premier to do what I wanted to do. So, while the forms are the same, as you stated, the TurboTax guidance in the app was not. I am not a tax specialist, so upgrading when I have more advanced tax situations does not bother me -- it seems like it goes with the territory. For some questions, I have even contacted CPAs.
That's a good reason. Now that you did it this year then maybe next year you can go back to Deluxe since you will have experience what to enter.
