not sure if anyone found the cure for this but the steps would be as such:
1. cancel out of the install piece
2. do a control - alt - Reset
3. select task manager
4. go to the services tab
5. scroll down to MSIServer
6. right click on the name and select stop
7. minimize task manager
8. select the start menu
9. right click on Turbo Tax 2019 and run as administrator
10. update should work
it appears that the Turbo Tax installer will wait if the Windows Installer service is running. One can not stop that service through the Service Administrative window and thus needs to be done through the Task Manager - Services tab.

I have installed TurboTax business after buying and downloading it from Amazon. It would not install until after I configured it to run in "Windows 8 compatibility mode". After that it worked in Windows 10 mode, but when trying to pay for Audit Defense or upload the state, the program crashes. Configuring to run in the previous Windows compatibility modes does not help.
TurboTax informed me that the Arizona updates are not available as of 2/4/2020 so that the update process will not complete. Perhaps other states are the same. AZ will be available 2/10/2020

It did not help. I tried Explorer, Chrome (specifically installed for this purpose) and my default - Firefox. The problem seem to be inside the Turbo tax itself. I reinstalled it several times to no avail. Tried to disable Windows firewall - no luck. I have several cases with Turbo tax support, they gave me the latest download. I have Windows 10 and have been having the same problem. Running as Administrator is helpful. However, I have found that if you are patient and just wait, it takes about 30 minutes for the download to start (it looks like nothing is happening...but something is happening in the background), and then another 30 minutes for the download to complete. I have done this twice, including a download of the NYS Tax program. This is not ideal, and it should not be acceptable to Turbo Tax, but it worked for me and I have E filed two tax returns so far. Hope it works for you.
Thank you bsr001 for your suggestion to "run as administrator" as it worked for me.
I read through all of the entries in the thread and was hoping for a quick solution. I first tried the proposed solution by Grupper, but I was not able to stop the MSIserver. So I exited all programs, my windows user, and log in as the Admin. I noticed Windows 10 did some updates but not sure what they were as I walked away to get coffee. I tried to kill the MSIserver but still did not want to allow me to do it. Reading through all the thread entries, I noted 7 solutions:
1) Update the .netframe stuff
2) Update manual per a TTX webpage suggested by a user
3) Update Error 1719 per a TTX webpage suggested by a user
4) Run as an Admin
5) Try update with Firewall off
6) Uninstall and reinstall in safe mode
7) Wait through TTX Updater message and see if TTX install updates properly
So I restarted the computer, login my windows user, opened / ran TTX 2019 as administrator, and voila!!! - it worked - the updates progressed and completed as normal!
Win 10 is a pain ... they pop in updates all the time and if you don't install them and reboot the computer at least once they will block some things like updates ... always be aware of this situation.
Same here. It is updated and accurate, but can't file because it flashes that it must update first. Spent near 5 hours on the phone with turbo tax help, still not resolved. Gotta get my taxes in. HELP!

Interesting, especially since the TT "Experts" have all said to make sure ALL Windows updates are in place....
Manual update doesn't work either... The problem lies in whether all available updates for windows 10 have been installed ... there is one causing the issue: Uninstall Windows update KB4534132 "Cumulative Update for .NET Framework"
After that the program start working as expected. TT need to update the application to works with this .NET Framework update
