Was your state return accepted? (You did not pay for TurboTax to "handle" your tax return. You paid for do-it-yourself tax software and YOU have to pay attention to whether it was accepted and follow up as needed).
When you e-file your federal return you will receive two emails from TurboTax. The first one will say that your return was submitted. The second email will tell you if your federal return was accepted or rejected. If you e-filed a state return, there will be a third email to tell you if the state accepted or rejected your state return.
First, check your e-file status to see if your return was accepted:

If the state accepted it, what does it say on the state site:

Or does your account say “Ready to Mail?”
Note: If it says “Ready to Mail” or “Printed” that means YOU have to mail it yourself. TurboTax does not mail your tax return for you.
To access your current or prior year tax returns sign onto the TurboTax website with the userID you used to create the account - https://myturbotax.intuit.com/
Scroll down to the bottom of the screen and on the section Your tax returns & documents click on Show. Click on 2018
What is the status of the state tax return? If the status is anything other than Accepted then the state tax return was not e-filed. If you did not print and mail the federal tax return then the return was never filed.

A 2018 tax return can only be printed and mailed, it cannot be e-filed.
Print, sign, date and mail the tax return to the state. Include with the mailed return any forms W-2 and 1099 which have taxes withheld. There are no penalties for filing a tax return after the due date if filing for a tax refund or there are no taxes owed.

If indeed your state return was accepted by your state, then you have to follow up by contacting the state. TurboTax does not intervene with the state for you after you file and your return is accepted. Once your return is accepted. TurboTax is done. Contact the state and see what happened.
