My employer does not automatically deduct local income tax from my paycheck. Therefore, it does not show up on my W-2. Do I leave Box 19 on my W-2 blank?

Yes.

If will use Turbotax to do your local return; you'll get a chance to anything needed in that part of the program.

This is common for an employer to not withhold local tax, if the city you work in does not have a tax; even though the city you live in does have a tax.

Same scenario for my wife. Worked in a city without local income tax and lived in a city WITH local income tax. Her employer was not withholding this local income tax and is saying it was her responsibility to pay it when filing taxes. We used TurboTax that year, 2014, and TurboTax did not catch it either? Wondering... what is the point of using TurboTax if it wouldn't catch something like this? Any thoughts?

TurboTax does not know about every possible local tax you might have to pay.  TT only helps to prepare a few city or local tax returns. For the most part that employer was correct. If you live in a town or locality with a local tax it is up to you to stay on top of it and make sure you pay your local tax.

How is any TurboTax user supposed to know that local tax is even a thing if Turbo Tax doesnt prompt us to, at the very least, "look into it"? I guess TurboTax users just have to wait until they get fined to learn this lesson... I guess using a professional tax preparer (human) would have been smarter. What a shame!

City Tax Returns

TurboTax only prepares a few city or local tax returns as an extra step in your state return.  For most local tax returns you are on your own.  Your only record of paying your local tax will be your own bank/credit card records

💯 Just got a call from my “Metro” (local) tax department about unpaid taxes from 2022. How is it possible TT *does not* thoroughly validate my tax implications??? I thought that was the 1 job…I guess I have been mislead about what this software does all these years 💩

Not  sure what your "metro" tax is---or where you are located.   You have not been specific.   But---TurboTax does not promise or lead users to think that "all" local tax forms are completed when you use TurboTax software.

As already posted in this thread:

TurboTax only prepares a few city or local tax returns as an extra step in your state return.  For most local tax returns you are on your own.  You may have to ask around amongst your neighbors, etc. to find out if you have a local tax and how to pay it. “Google “ local tax for your area.  Call your city government, etc.  Your only record of paying your local tax will be your own bank/credit card records
