I have 4 W-2s from 4 different states. I entered each W-2 individually per state. The info is the same from box 1-10 through the employee info. From box 11-20, each of the 4 states have different information. The non-resident W-2s are blank through box 10. TT won't allow duplicates. So I delete the individual entries and add states to the original W-2. TT won't allow multiple Box 12 entries. It sees them as duplicates.
Three of the W-2s have different employer ID numbers for the state ID. New York has the exact same federal & state employer ID number.

I'm replying to myself because I don't know how to edit my post.
I ended up just putting everything together in one W-2 entry. I had 3 "Box 12 Code L" entries from 3 different states. TT balked at "duplicate entries" even though they are from individual states. I just deleted 2 of them and added them all together on one line. TT accepted that. I hope the government is accepting of it as well.
I'll update this later if things go sideways, hopefully not from tax jail.
