Almost no one does ... and turbotax has extremely limited offerings starting in late January to select users ONLY ... you cannot opt in you can only opt out if a loan is offered.

If you are eligible and approved for the refund advance loan, you can receive a 0% APR loan equal to a portion of your tax refund, up to $2,000.
