Having the same issue for me and my wife. I've created an app password but still getting a message that there is no data to import. Betterment support says it's an Intuit issue.

We've heard similar reports about this issue from customers using the desktop version of Turbo Tax, and are currently working diligently with Intuit to get this issue solved. For now, according to Intuit, customers should take the following troubleshooting steps before contacting their support:
1. Temporarily disable any firewall, spyware blockers, or virus protection on your computer;
2. Clear the cache and history from your web browser.
3. Restart your computer, then try importing your tax forms again.
We've heard from a few customers that signing into the online version of Turbotax Premier, transferring your Betterment tax forms there, saving the tax return file and opening it in the Desktop version (with all the data added) will work. However, these aren't official troubleshooting steps from TurboTax.
If none of this works, we recommend reaching out to Turbo Tax support directly so they can open a case for you. Please let us know if you have any additional questions!
I've already done a significant portion of my return on the computer. Does anyone know if you do it online and import into the thick client if you're required to start over or if it will import as a TXF file?
Bumping this question to see if anyone has been able to import data through the online version of Turbotax and then transfer the data to an partially complete return on the desktop version without having to start over.

I already posted: it’s impractical to enter 250-1000 transactions manually. Tired of getting the same bad suggestions from TurboTax.
I have a better idea: TurboTax, fix the import problem!
I thought the same thing, but then I saw there was a summary option. For the sale choose "I'll enter a summary for each sales category". It says you may need to send in your brokerage statement with your return (or separately if you efile) but after I went through the steps Turbotax said it wasn't necessary. Hope this is an option for you.
Adding another data point, I also get an import unsuccessful error when attempting to import from Betterment using a Betterment app password. I'm using a downloaded version of TurboTax Premier 2019 for mac with the latest updates as of March 7, 2019.
The BIGGEST reason for purchasing TurboTax Premier 2019 is the ability to import from popular investment firms. As a customer, I don't care if it's a TurboTax or Betterment issue and I should not have to chase the issue down with Betterment myself. If TurboTax claims that it can import from Betterment, it is Intuit's responsibility to chase down Betterment and get the issue resolved regardless of who's at fault. Get your product manager & engineers to hop on the phone with your Betterment counterparts and hash it out. It's just importing software logic, not rocket science.
As an active investor, be aware that your category Box A sales without adjustments do not require Form 8949, so there is no reason to import or key in those transactions.
instead use the "enter a summary" option to put your numbers on Schedule D Line 1a.

IRS requires details to be listed on Form 8949,
or on your own forms (e.g. consolidated 1099-B) which have the same information and in the same manner as Form 8949.
Either way, if you choose to summarize, you have to mail the transaction details to the IRS within three business days of IRS accepting your tax return.
Exception: if you summarize Category A or Category D, Form 8949 is not needed for transactions without adjustments. No mailing is necessary.

If you have wash sales, it gets more complicated since those adjusted transactions have to be itemized on Form 8949 and the summary totals adjusted accordingly.
enter the wash sales on Form 8949, then use the subtotal results on the bottom of that form to know how much to subtract. Be sure to NOT check the adjustments box in the summary window.

I am having the same issue. I have tried importing my Betterment tax information into both TurboTax Online and the TurboTax 2019 desktop application. I have tried with and without 2FA enabled on Betterment. I have tried generating multiple app passwords on Betterment. Additionally, I have tried changing both my password and email on Betterment, but have had no luck. Nothing has worked. I was able to successfully import my Betterment account information last year with TurboTax 2018 desktop application.
I understand that I can manually add the information myself, but would prefer this issue to be fixed. Please advise.

Here are a couple things to check:
AHA! I was getting the same error trying to import 1099s from Betterment, "That didn't work. Try signing in again. (103)"
After much searching, calling, waiting and talking with TurboTax support for 30 minutes (all to no avail), I started random "troubleshooting in the dark" and discovered that TurboTax didn't like my e-mail address!! (Of course it wouldn't tell me that)
If your e-mail address has a plus (+) in it, TurboTax will give you this very unhelpful error (it's probably converting the plus to some other character or removing it or something stupid before submitting the credentials).
Solution:
1. Go to Betterment and change your e-mail address (use an e-mail address without a + in it).
2. Verify the new e-mail address for Betterment by checking your e-mail and clicking on the link.
3. Ensure you can login to the Betterment website with the new address.
4. Go back to Turbotax and try importing from Betterment using the new e-mail address.
Hope this helps someone else... I sure wish *I* had that hour and a half back (kinda wish I'd just paid a real person to do my taxes now! Real people don't choke on a plus sign... dammit TurboTax!)
