In the File section of the program on Step 2 when taxes are owed you are given several options on how to pay the taxes.
If you have federal tax due you can pay by mailing your payment with the 1040V voucher, (which has the address printed on it, having the payment taken out of a designated bank account, or you can pay directly on the IRS website.

You must pay your state tax due using the state’s preferred method of receiving payment. For most states that will be by making a payment to the state’s own tax website, or by mailing a check or money order.

You will have options to pay your Federal and State taxes owed, when you go through the File section of the program. You can pay by direct debit, credit card, or ask for a payment plan.
If you want to file your returns without paying now, select mail a check, that will get you through to e-file. Then you can pay taxes owed on the IRS website and your State's website. All taxes owed must be paid by April 18, 2022 to avoid a penalty and interest.
