If I amend my Federal taxes do I have to amend state every-time? My tax preparer said I do not have to amend state taxes as there will be no changes? But I will be refunding the IRS some money would that affect State taxes? I would like to say no because of my tax preparer but is this often the case?

Depends on why you are amending. But you don't have to amend state just because you owe on the federal. But probably for something else.
If there is no change in tax liability for the state you do not have to amend your state return.
