I purchased a Deluxe edition and its charging me $24.99 to file the State return, Why

Yes that's right.  You get one free state PROGRAM download to prepare unlimited state returns. Then each state return (including the first one) is 19.99 to efile, usually goes up to 24.99 March 1. Or you can print and mail state for free.

I have not used the free state return. I thought I get one and must pay for the others.

It is not a free state efile.  You got the state program for free.  Or did you have to buy the state program first for $44.99?  Where did you buy Deluxe?  Deluxe comes 2 ways, Deluxe with a free state program and Deluxe without state for states that don't have an income tax.
